The New England Governors and Eastern Canadian Premiers’ Climate Change Action Plan

In August 2002, the New England Governors and Eastern Canadian Premiers (NEG/ECP) reinforced their commitment to fighting climate change by passing “Resolution 27-7 Concerning Climate Change.” The resolution expands their regional commitment to the Climate Change Action Plan—devised in 2001—by summoning leadership from the college and university sector; launching initiatives for LED traffic lights throughout the region; and encouraging energy efficient vehicle use in state and provincial fleets. The plan contains a series of state and province-based action measures to achieve the following greenhouse gas emissions reduction goals:

Short, Medium, and Long-Term NEG-ECP Goals
  • Reduce greenhouse gas levels to 1990 levels by 2010
  • Reduce greenhouse gas emissions to 10% below 1990 levels by 2020
  • Reduce emissions to negate climate interference overall (75-85% reduction)

This Northeast leadership will mobilize the region toward real emissions reductions and set viable goals for other regions to follow. Clean Air-Cool Planet is working diligently to help campuses, businesses, and communities in the Northeast find creative and successful methods of curbing their greenhouse gas emissions to meet the goals of the Action Plan.

Why a Climate Change Action Plan?

Policymakers, business leaders, communities, and citizens throughout New England recognize the adverse impacts of a warmer climate to our seasonal and diverse way of life. Global warming threatens to devastate our agriculture and farming industries, spoil our fisheries and wetland ecosystems, weaken our colorful patchwork of hardwood forests, flood our popular coastal beaches, and unravel our well-established tourism industry.

But if we act now, our state economies will flourish from an increased demand for alternative and new energy technologies produced in the region. We can become an environmental, industrial, and economic leader for the rest of the nation.

Clean Air-Cool Planet Action Objectives
  • Motivate regional businesses, campuses, municipalities, and community groups to establish greenhouse gas (GHG) emissions inventories
  • Guide our partners in developing and implementing plans for reducing GHG emissions, conserving energy, and promoting their success to targeted audiences
  • Work with the electricity and transportation sectors to find innovative ways to bring renewable energy sources to regional grids and to improve transportation methods
  • Educate and inform public about the problem, causes, and solutions of climate change
  • Use success stories from the Northeast as catalysts for similar action in other regions of the country.
